Project Stages

  1. The project activities were based on a multiple-stage approach, in which the following major activities were executed :Assessing the current status of SPAM in the Kingdom which aims at understanding the magnitude of the SPAM problem in the Kingdom and defining the gaps in the legal and regulatory system. Two main deliverables were produced :
       • Review of Current Legislations and Selected Legal Cases (64 pages); and
       • Assessment of the Status of SPAM in the Kingdom (38 pages).

  2. Conducting an international benchmarking exercise to develop a good understanding of the approach used by other countries/regional organizations to combat SPAM in order to leverage the best of existing Anti-SPAM initiatives. This stage had three main deliverables :
       • Benchmarking of SPAM Management Framework in eight Selected Countries (148 pages). This report examines the various anti-SPAM frameworks developed and implemented in eight selected countries;
       • Benchmarking of Selected International Bodies and Initiatives (104 pages). This report reviews and analyzes various anti-SPAM resources released by selected international bodies and initiatives; and
       • Review of Current and Emerging Anti-SPAM Technology Trends (93 pages). This document explains SPAMming techniques, existing anti-SPAM solutions along with their deployment options, and a selection of promising future anti-SPAM solutions.

    Based on the lessons learnt from other countries’ experiences and the current status of SPAM in the Kingdom, the gaps were defined and the development phases started as follows:

  3. Developing an anti-SPAM policy framework for the Kingdom composed of:
       • Anti-SPAM strategic framework (18 pages). This document defines a suitable strategic framework for addressing SPAM in the Kingdom of Saudi Arabia.
       • Anti-SPAM policy framework (17 pages) which provides details on the Anti-SPAM regulatory Policy framework for Saudi Arabia in order to reduce the transmission of SPAM in the Kingdom.
       • International cooperation and enforcement guidelines (47 pages total). This document proposes a list of activities that Saudi Arabia can perform in order to effectively control SPAM and develops the necessary guidelines for the enforcement of the anti-SPAM policy rules in the Kingdom.
       • Anti-SPAM Regulations (37 pages): this documents sets up the regulations for various industry players, namely, Internet Service Providers, Mobile Operators and Electronic Marketers.

  4. Developing anti-SPAM awareness guidelines to be used by different target groups including the specifications for the anti-SPAM awareness website and awareness plan, (78 pages total). Additionally, an Anti SPAM awareness workshop is being organized and presentations for this workshop are being developed.

  5. Developing a suitable action plan for Saudi Arabia (25 pages) taking into account the key initiatives, as well as their priorities and allied dependencies.
     

Studies

Following documents represent the output of the first three (3) stages, which included the current SPAM national/international status assessment.

Framework

CITC is currently working on the final version of the National Anti-SPAM legal framework, while taking into consideration several inputs, such as benchmarking other countries’ Anti-SPAM frameworks, best practices in the field, and public consultations.
